Who Pays: A Distributional Analysis of the Tax Systems in All 50 States (the 2018 edition) is the only distributional analysis of tax systems in all 50 states and the District of Columbia. The report assesses tax fairness by measuring effective state and local tax rates paid by all income groups.

The report is compelling as it reveals the effect of current state and local tax laws, reflecting the effect of tax changes enacted through September 10, 2018 – including the effect of automatic changes in state tax policy related to “The Tax Cuts and Jobs Act,” as well as law changes enacted in dozens of states in the wake of that law for all major income groupings. In cases where tax changes enacted have not yet taken full effect, the ITEP models changes as if they were already fully implemented.
